Transfers

 Foster carers have told us that  some of the reasons they  transferred to another agency were :

  • Lack of good enough support from their fostering agency;
  • The agency failed to listen to their concerns;
  • The training they needed was not available;
  • The agency they moved to provided a higher level of foster carer payments.

Today children and young people are in need of increasingly skilled foster carers and more complex services to support them.

Foster care is in the process of significant change and foster carers are being described more as part of the childcare workforce and not just as people who volunteer their services.

In summary, Simply Fostering supports the right of foster carers to move between agencies in order for them to receive the service that better suits them and their families.

  • When they can give their best;
  • When they can act on their beliefs and values.

Simply Fostering provides a completely confidential service for approved foster carers who want to know more about transferring to another agency.

The Transfer of Foster Carers Protocol is based on the assumption that foster carers have the right to freedom of movement between fostering services and the principle that in all circumstances the welfare of any child in placement is paramount.

To begin the process of transfer:

  • If there is no child in placement, the foster carer gives written notice to their fostering agency;
  • The agency you are transferring to begins the assessment process;
  • If there is a child in placement, foster carers give written notice to the agency and the Local Authority who placed the child;
  • The Local Authority holds a meeting within twenty eight days to discuss the effect of the transfer of the child or children in placement;
  • When agreed, the transfer of approval timetable is confirmed;
  • The allowances and fees paid by the previous agency should continue to be the minimum payment the carer receives at the time of transfer.
